The QTS Scheme is a certification programme launched by the HKTB in January 2000 to promote quality services. The QTS Council, comprising key representatives from the Government, business, tourism and relevant sectors, is responsible for overseeing the promotion and operation of the scheme. The HKTB has engaged BBTS to administer the QTS and commissioned the Hong Kong Productivity Council to conduct professional assessments. Visitors are encouraged to patronise merchants in the QTS Scheme, who are entitled to display a QTS decal after having achieved stringent service standards. Currently there are some 3,000 outlets representing 800 QTS organisations accredited QTS status.
